How can I get my drivers license
back if it has a hold on it? What is
the hold for?

Typically, a "hold" is placed on a person's drivers license for failing to appear in court for a traffic matter and/or failing to pay a fine imposed on a traffic matter.
So, all one has to do is go to court and appear. That will usually remove the "hold". Or, pay the fine, which will remove the "hold".
