Improper impounding of personal motor vehicle on a minor violation
My son was stopped on the freeway by a CHP officer recently because his vehicle registration had expired. To pay for this reg. fee he had been making payments to the DMV (through payroll deduction) and the last payment would have been made within a couple of days. My son had papers with him to show that this payment schedule was in effect. The officer did not even want to see them. He impounded his car, and forced him to walk off the freeway. He didn't even allow my son to separate his house keys from the car key chain. He will now have impound and towing fees to pay. What recourse does he have in small claims? What agency can I complain to that oversees the ethics of the CHP?

All cars with expired registration are towed because it is illegal to drive them. your son needs to start obeying the law.
