Legal Question in Traffic Law in California

Today at 3:00 I was going Christmas shopping with my mother. Before entering the freeway a man in a dark red Volvo hit my mother and then came out and asked her to give her information By California law you have to give out your information. My mother gave her information and he also asked for her vehicle registration. Can another person ask for another persons car registration When we asked him for his information he did not give it to us can he do this. I am not sure if he even gave the correct information.

File a report of his conduct with the police. Explaint that he was extremely aggressive about getting information. Then contact his insurance company. The faster you move on this the better chance of nabbing him if the information is false.
