Legal Question in Traffic Law in California

No Ins., no driv. lic..Not at fault for accident.Took place on private property.

My son was was hit by a woman in her car who was making an unsafe lane change into his lane. My son has no car ins.,no driv. lic. only a driving permit. (But was alone at the time the accid. happened)The event took place in a shopping center(which is private property)My son was eventually issued a ticket for driving w/o a lic. and the car was impounded for a mandatory 30 days. Was it legal to give him a ticket and have the car impounded when this was on private property? Also, when the officer arrived he almost immediately told me and my son that they(the police) didn't handle these sorts of accidents. That they leave it up to the parties involved. And that they(the police)only get

involved when the accident involves a DUI or a hit and run. My son and I told the police officer right away that the car didn't have any insurance. Only after starting the police report did the fact that the car had no insurance on it become an issue. I was also wanting to know if the car was impounded because it had no insurance, or because my son had no lic. at the time.

Both no insurance and no license are reasons for having a car impounded. Your son will also have his license suspended or delayed for being in an accident without insurance. Also, if you drive without insurance and are injured in an accident, in most cases you won't be able to sue.
