Legal Question in Traffic Law in California

No insurance

To make a long story short, my insurance expired because I was unable to make the monthly payments. In that time period I was involved in an auto accident where the other driver made a left hand turn in front of me. My car was totaled. His insurance informed me that it was my fault and they would fix his car, I was on my own. This was over ten months ago and I just received an SR-1A form from the dmv asking for insurance coverage from the accident. What should I do? If i fill it out they will send it to the insurance and know my policy had expired, or not fill it out and lose my liscence? Would this hurt me if the other driver is going to sue me? And if he was, wouldnt he have done it by now? I dont know if this helps my case at all but i bought/ updated my policy the day after the accident, never received a bill and they sent it in to collections. Should I even bother paying for it? Would it help out on my case? or am I just stewed....
