Legal Question in Traffic Law in California

I was issued a ticket for No insurance/ registration in the state of California in 2009. I failed to appear initially and was given a new court date that I appeared at. The charges were dismissed and I was ordered to pay a fine for failing to appear. The fine was due in September. I have not paid the fine yet and have moved to the state of Texas. There is a hold on my drivers license due to my negligence. I am now able to pay the fine. I am not able to travel back to California for another arraignment, and desperately need the hold removed from my license. What are my options?

When your license is suspended for failure to pay a fine, you must pay it in full before the hold will be released. Once you pay it, the court will send notice to the DMV and the hold will be lifted. That should clear things up for you to get your Texas license.

There may be a way to pay online and/or do this by mail. If not, you're going to have to either come back to CA to handle this or hire an attorney to do this on your behalf.
