Legal Question in Traffic Law in California

Is there a law in California that say you can't cut a cop because I signaled my left lights at least 2 secs and cut a cop. Then he gave me a ticket for change lanes not in safety. Is that reasonable???

I assume by "cut a cop" you mean enter his lane of traffic so that he must slow down or do something to avoid a potential accident. No matter what the other person is employed as, it is a violation of the traffic code to do that. Your putting on a signal light does not give you the right to enter another lane of traffic. You have a right to do so only when it is safe to do so and you must activate the signal light when you do so. Why should you be able to cut in line just because you asked to? Your proposal if unreasonable because you are insisting that you can change the status quo just by wanting to, which would mean there would be no rules at all.
