legal time constraints
I live in California, and received a photo ticket for not stopping at a red light (I'm guilty). I showed up on the appearance date listed on the citation. I was told by the clerk that the information was not in their system yet, and received a time stamp on the citation. I was also told I should be receiving another appearance date sometime soon. Can I beat the ticket based on time constraints?

It is unlikely that you can beat the ticket based on the slowness of the police agency presenting the ticket to the court. However, you may be able to beat the ticket based on lack of identity of the driver. Review the Nolo Press Book "How to Fight Your Traffic Ticket". It provides an excellent information regarding traffic ticket issues.
