how do I go about getting my license back when It is sent to collections for a failure to pay and failure to appear when I was already in custody at the time of the order.

You will need to clear the failure to pay and failure to appear with the court that issued it. In many situations you can accomplish this by filing a motion with the court setting forth the reasons why those orders should not have been issued.
