Can my license be suspended if no at-fault is proven?

I made a left-hand turn on what I believe was a green left-turn signal. I was broadsided by a car coming through the light from the opposite direction. I believe he ran a red light, but he claimed that I did. There were no witnesses except his wife and son in his car, who of course backed up his story (biased witnesses??) The police officer took both our statements, and gave no one a citation. I just received a letter from DMV saying they are suspending my license, having counted this as a moving violation, which would be my 4th point in a year. How can they count this against me when there's no proof regarding fault? I am going to appeal the suspension; what is the best approach to take?
