What should I do when I saw someone is littering from the car?

Hello,

I saw a guy who was driving right in front of me threw tabacco that is still burning. I wrote down his car number. Is there anything I can do to report this?

You can report it to the police but because it is a misdemeanor they cannot cite or arrest the person. You would have arrest the person. You would then be liable for false arrest if the driver is not convicted.
