can a city police officer from one city pull over a car in a different city?

The simple answer is generally yes under certain circumstances.
However, the violation must have occurred in the police officer's original city and continued into the next city; and/or, the next city had given authorization to the original city for the original city's police officer to do law enforcement in the next city.
