Legal Question in Traffic Law in California
how long can a person keep my car before it becomes a stolen vehicle. if I loaned it to them for 2 hours and they haven't returned it. when does it become a crime and not a civil matter

Because you loaned it to them without a contract, this is a civil matter. You can see them for conversion or to return your car.
Is a crime under vehicle code section 10855 for failing to return a vehicle, but that requires an actual lease and not just letting some borrow your car. Unfortunately, this one is on you.
