Legal Question in Traffic Law in California

A few months ago I wrote the city about a bike lane that is on a lateral and horizontal turn. This stretch of roadway is only one block. In response to my concerns the city re-painted the bike lane and installed 'no parking' signs. The problem is that this bike lane runs along a stretch of road right in front of a park that has three little league baseball diamonds and the people attending the little league events always park in the 'no parking' bike lane. Over the past few months, while the city reviewed the situation, notices went out to little league patrons advising them not to park in the no parking bike lane. Just a few weeks ago, the city decided to keep the bike lane no parking and I was told some enforcement would occur. I wrote the city again, after my dog and I were run off the side walk by a speeding cyclist who was riding his bike on the side walk because parked cars were blocking the bike lane.

The response I got back from the city was that enforcement was not likely due to resource issues. I don't buy it. I think the city is affraid to upset little league - since the ball fields are located on a city park and little league leases the property from the city.

Do I have any legal recourse? Do you have any advice for me?

You lack standing to bring any kind of a lawsuit. Your best bet is to contact the city council members and mayor and voice your concerns. Perhaps you could speak at a city council meeting. I suppose you could report this to police or parking enforcement (non-emergency, don't use 911). I would not recommend reporting to the police more than a time or two.
