How does moving and leaving a State ( California)affect a traffic court case? Will filing a motion to quash, eliminate the issue/ case?

Where you live has no effect on the court; you have to show up for any hearings. You have no basis for a motion to quash [and what are you trying to quash] as the court has jurisdiction over you.
