multi-car rear end collision
if two cars are stopped for a traffic light and a third card rear ends the second car, forcing it into the first car, is the driver of the second car liable in any way?

As a general rule I would say that the driver of the middle car would not be liable for the damages. There may be circumstances under which the middle driver could have some liability. Often the insurance company for the middle driver will accept responsibility for the damage to the vehicle in front of it. This makes settlement simpler for them.
