Legal Question in Traffic Law in California

Non maintained county road

I live in phelan,ca small town,not city, they closed one of the major roads in our town due to a lots of car accidents and deaths, highway 138/ sheep creek road. I live next road up 50 yards from sheep creek road,the closed the lane down to traffice merging onto 138. Now the traffice is coming onto my dirt road which is not maintained by the county, every person on this road wishes it be closed, or at least a gate, due we have any rights as now the car accidents will be on our street with a 55 mile an hour speed limit.We have around 20 children on our road, ages from 4-12 years old, transportation depts, state offices will not help us. We need advice on either were we can find out our rights or can we legal close the road ourselves. Please help me i myself have 4 boys, now i am so worried that these cars will hit my children . This is more of a political matter than a legal matter. There is a local representative from the city that has jurisdiction over the intersection or dangerous road that may be petitioned to regulate the speed of the traffic by posting speed limit signs and develop the road. Costs for development may be financed through speed enforcement. To determine whether or not legal action may be taken would require substantial research to come to a reliable legal opinion.
