Legal Question in Traffic Law in California
my non operational car was parked in the street and the poice had towed it towed, does the city has the right to tow my nonoepration car without any warning?

The short answer is yes. The long answer is 'it depends on the local ordinances. Most cities have an ordinance that allow th etowing of inoperative cars.
