Is it OK to park in a Handicap spot when displaying the DP Plaque if the registered person stays in the vehicle while someone else goes shopping?

Good question. My wife has a placard and I won't let her use it if I'm the only one getting out of the car. However, the law says (Vehicle Code Sec. 4461): "[A] disabled person shall not knowingly permit the use for parking purposes of the placard or identification license plate issued pursuant to Section 5007 by one not entitled to it. A person to whom a disabled person
placard has been issued may permit another person to use the placard only while in the presence or reasonable proximity of the disabled person for the purpose of transporting the disabled person." It's not clear that the above law prohibits the behavior stated in your question. The above law isn't clear, period.
