Legal Question in Traffic Law in California

Parking ticket $35.00. Mailed in within 14 days of notice (no ticket was on windshield for whatever reason) but none-the-less, payment was remitted once notice was received in mail. Received a second notice for amount due of $58.00. Called citation processing phone number and they claim that remittance was received one day late. Now they want a $58.00 late fee for a $35.00 ticket?!? Is this legal, do I have any recourse in appealing this matter?

Of course it is your word against theirs unless you have a certificate of mailing from the post office, and like many sleazy creditors they'll lie about when they received it. The ultimate solution is to get several people who have parking tickets and have them each mail their payment at the post office on the last day, getting receipts of mailng. Then when the private citation processing firm claims none of the envelopes were timely, sock them with a lawsuit for unfair debt collection practices.
