Legal Question in Traffic Law in California

Photo violation

I was out of town and let a friend borrow my car. He told me when I got back that he had run a red light and that I would probably be getting a ticket in the mail because he saw the flashes of the camera go off as he went through the intersection.

I just recieved the citation in the mail, and called the courthouse telling them that I wasn't driving the car. They said that since it was my car I was responsible.

They said that I had to turn in the person driving the car or I would have to pay the fine. Isn't that their job?

What can I do to get out of this and what legal grounds do I have since I wasn't driving the car?
