Legal Question in Traffic Law in California

If I plead not guilty to a speeding citation in california, at my arraignment, and the judge sets a trial date, if the police officer does not show up in a California traffic court, wil the judge usually dismiss the case for lack of prosecution? I'm hearing rumors here in California that officers no longer have to show up and testify. Supposedly this is because of budget constraints, cop layoffs and so forth.

Budget issues do nothing to affect the Sixth Amendment to the United States Constitution. You still have a right to see and confront witnesses against you. If the officer is properly served for trial and does not show up, your case should be dismissed.
