Legal Question in Traffic Law in California
I pulled in to Starbucks parking lot to get a coffee. Car was parked, off and I was getting my money together when I saw a state trooper make a U-turn from the road and pull in beside me. He got out of his car while I was fumbling for my money and gave me a fix it ticket for tinted window violation, is this legal if I was not on the road and in a private parking area?

Most owners of private parking lots have adopted the application of state traffic laws to thelir parking area. You need to check what the situation is for that lot. I would assume that the violation is very obvious for him to have noticed it from such a distance. So it is likely if you had not gotten the ticket you would have gotten one in the future. Is it really worth fighting?
