Legal Question in Traffic Law in California
I got a red light ticket however it wasn't me. It is clearly able and I am clearly a female. I am unsure who it is based on the picture.

Set the matter for trial and show the judge the picture. But if its your car be prepared to answer questions about why you do not recognized the picture of who is driving it.
