Legal Question in Traffic Law in California

redlight camera ticket

I requested trial by declaration Judge A agreed. Judge B withdrew

approval for trial by declaration and order 'Gujrati' (Indian) interpriter for a trial and discovery material will be present for my review for half hour .One day before a trial I went to court requested my trial should by declaration as per CVC 40209 Judge C ignored my request. Next day at 1 PM officer did not bring discovery material as ordered and told me he will call for it. I was not provided the discovery material and yet trial started. I found that interpriter was nospeaking 'Gujrati' but other Indian language that was as foreign as English to me. I objected the trial as well as interpritor to judge B that was presided, for non speaking ''gujrati interpritor, and my inablity to proceed in english. Judge B asked me to sit aside while she finish other case. Judge B suddenly said she has prior engagement so she left and judge C took over whom I met a day before and who ignored my request for trial by decleration. Judge C was not aware that what transpired between me and judge B. Judge C told me I must continue with non Gujrati interpritor or else I must continue in English. The question is Should trial continue in spite of request for declaration?
