How can I resolve my failure to pay if I can't pay so I can get my license back

For the DMV to clear up your license,you have to clear up the payments. Once it goes to a failure to pay, they have to have all fines paid. You may need to see if the judge can convert the outstanding fines to something else,but you may end up paying it all.
