School bus harrasment

A school bus was driving 15 MPH on a high speed road. We went in front of him and did the same to show him how it felt. One week later (yesterday) we were driving out to pick up my wallet that I left in my freind's car. On our way to his house, the bus in front of us slows down to 5 MPH. We got mad and went around the bus, a car (driven by our school's head bus driver) swerves behind us, tailgating and pushing us up to speeds of 85 MPH because she refuses to pass us. We take a left turn and decide to head home because we feel in danger. As we turn, she pulls up next to us and begins screaming. We got scared and left (at the time we did not know this was the head bus driver in the car.) In the last few hours I have found out that many people at my school often pull out in front of the school bus and drive slowly to annoy there freinds who ride home on the bus. A kid at my school has done this in the past, and yesterday received a ticket to appear in court on June 20th for what happened yesterday, they thought it was him driving and not me. I found out yesterday that the whole incident was a set-up, that they had the lady waiting. Has the school commited a crime?
