seizure of automobile
A police officer nearly ran into my vehicle. I simply blew my horn to alert him of the occurring situation whereupon he pulled me over- ran my licensed and then informed me that my license was suspended-which I was not aware of. He then impounded my car. Was the officer justified in pulling me over in the first place, when I was simply protecting myself from being involved in an automobile accident with him in the first place.

No. As far as your license being suspended, you need to find out why and correct it.
As to the officer pulling you over, your only options are to file a motion to suppress based upon an illegal stop of your vehicle AND to file a personnel complaint against the officer for abuse of his authority.
