sentence and fine after dismissal
why did the commissioner from torrance court fined me $176.00 and 22 hrs community service when theday of my trial the officer did not show up and the commish in fact dismiss my case.

There is no way to answer the question. There is not information as to what you were charged with. Apparently the commissioner did not dismiss all of the charges against you. Take the paperwork you received to an attorney for a review.
