Legal Question in Traffic Law in California

When I showed up for my appointed court trial for a speeding ticket today, I was informed that a pro tem attorney would be hearing the cases in place of a trial judge. I was asked to sign an affidavit agreeing to this. After waiting to see if the officer showed(hoping that my case might be dismissed), I refused to sign the release. I have now been given a continuance. I took the day off work, anticipating a fair trial. I now have to take another day off work which is a major inconvenience. My question is do I have a right to request a dismissal based on the grounds that I showed up for my appointed court trial, prepared to present my case, but was unable to do so in the presence of a trial judge as I expected?

Next time, maybe you ask for a dismissal because you were denied your right to a speedy trial. If taking off time from work is a problem, consider hiring a lawyer to go to court for you.
