If somone is jay walking and a car hits them. who is at fault

They both are, which is called contributory negligence. As to the percentage of fault of each, that has to be determined by the facts at trial and apportioned by the judge or the jury. The pedestrian's amount of damages, if any, would be reduced by the percentage that he or she was at fault.
