Legal Question in Traffic Law in California

I have an out of state license for some time even after I moved to CA. Last week I was driving a rental vehicle and was stopped for a speeding citation. At the same time I was given citation for not having CA license even though I am residing here for long time. What are the consequences of having an out of state license?

You are required to obtain a California license within a reasonable period of time after moving here. Failure to do so can result in a ticket.
