Suspended License
My daughter live in Los Angeles and allowed her boyfriend to drive her car two blocks to the store. He was stopped because the front license plate was missing from her car, lost, or stolen. His license were suspended for a traffic ticket he had not paid in California. They handcuffed him, searched her car, found nothing, impounded her car and will not let her get her car out for 30 days. They took him to jail and released him that night. They have done everything they were asked to do to resolve the situation and still her car is impounded. What legal recourse does she have? She did not break any laws and this is costing her a fortune.

Allowing an unlicensed individual to drive your car results in the police having the authority to impound the car. If he had his driver's license and it was valid, then you could request a hearing on the impound and request that it be returned. But you will have to be able to honestly state that you saw the driver's license before you allowed him to drive to your car.
