Throwing cigarette and missing the ash tray
Is it justifiable by not only the CVC23111, but by general moral standard to issue a fine to a person who accidently missed the ash tray, but immediately picked it up after asked to?

The ashtray is normally in the center of your car, so if you missed it, propelled it through the window and hit the road (not an ashtray) instead, thereby violating the Paul Buzzo Act, you missed by a mile.
