Legal Question in Traffic Law in California

What is the total amount paid (fine & assessments) for a CVC 23123(a) violation (talking on cell phone while driving) for first offense? I'm hearing amounts from 76-250?

Is it worth going to court over?

The base fine is $20, but with the penalty assessments, it's $162.

It is not a point and is not a moving violation, so if you have the time and want to set it for trial and hope the officer doesn't show... There are so defenses if you were using it as a hand held GPS (see the Spriggs case) or if they cannot prove use...
