Do traffic laws apply on private roads/property? For example, If a 7 year old boy were to be driving a car with no seatbelt on a privately owned road, would it be legal?

Some private property owners permit law enforcement on their property, such as your local mall. If it's YOUr property, then what you are proposing would be stupid at best and at worst might get your kid stolen by the CPS.
