Legal Question in Traffic Law in California
I got a traffic ticket from a police department that shortly after was shut down for lack of funds do I still have to pay it or should I fight it since the department no longer exists?

You still have to pay it as the citation was for the benefit of the People of the state of California, not the police department. You can find out if the police officer who gave you the ticket was laid off so is not likely to show up in court if you contest the facts of the ticket.
