Traffic Tickets

Let's pretend I got a traffic ticket for speeding, running a red light, whatever. And, for that I got a fine of $79.00. Is it true that if I send a check or money order for more than the fine, like for $82.00 then, because he system has to refund the difference that the ''case'' is not a completed transcation, thereby, withholding the ''points'' from your license?

In other words, if you get a fine for a traffic violation and pay too much, does the refund check, including cashing it, hold the system in limbo, so to speak, until the check has been cahsed? Thereby, keeping whatever penal ''points'' alltoed for that to remain off your record?

If that procedure worked everyone would try it and then the legislature would amend the law to stop it. This procedure was tried by many individuals with dui convictions with a new case pending. This attempt was foiled by the legislature.
