Legal Question in Traffic Law in California

Uninsured, rear ended, other driver claiming not at fault

For a friend, let's call her Natasha. :-P

Uninsured Natasha was changing lanes with plenty of room. Other driver began to tailgate for at least 15-30 seconds. Traffic stopped suddenly. Natasha was able to stop without hitting anyone. Other driver (tailgater) rear ended Natasha. Minimal damage to Natasha's car, more damage to tailgater's car. Tailgater's insurance assessed damage of Natasha's car. Tailgater is now claiming that Natasha cut him off. Tailgater's insurance is now pursuing Natasha for liability. No accident report, no witnesses, happened last December. Tailgater originally didn't claim injury and is now claiming foot and neck injuries. Should Natasha get a lawyer first or just try to deal with the tailgaters insurance company? Will the other motorists insurance cover Natasha as uninsured motorist? Can an outlandish claim be countersued for being so ridiculous? What if the insured name doesn't match name given at accident scene? Thanks
