Is an unsafe lane change considered reckless driving?

Typically, NO.
However, check out Vehicle Code 23103, which is the reckless driving statute.
It is possible that a severe, unsafe lane change and/or multiple unsafe lane changes could be considered reckless driving, depending on other driving and/or traffic factors.
