Legal Question in Traffic Law in California

Question: Warning notice required before towing a vehicle? I live in a residential area governed by home owner's association. I parked in front of my house, unloaded my groceries and after a matter of 5-7 minutes the most my vehicle a 4 wheel drive was towed away with my purse and other personal belongings in it. Vehicle was towed on Sunday and removed from their storage on Monday for a total fee of $260. It was not until a saw the towing truck removing another vehicle , that I realized my car had not gotten stolen but towed away. SHouldn't I have received some warning? How can I prove that my vehicle was only parked in front of my house only a few minutes. They could not prove to me my car had been parked a while. The towing personnel also went thru my purse and stole $220 and some change from my ourse. Do I have any recourse?
