Legal Question in Traffic Law in California

visable signs

I recieve a ticket for failure to obey a no u-turn, violating CA state Vehicle code 21461(a). When I made the U-Turn, I didn't see the sign. However, when I drove back to the intersection, I saw the No u turn sign (small) posted next to the signal ontop of the poll facing the center lane. There was no '' No u-turn'' sign posted in the center divider nor where the left side signal light is (the signal light where it contains a green left turn arrow) (where the center divider is. My question is there a law stating all signs must be posted visiably at all necessary places?

If so, what code is it and should I pursue in protesting my citation? Also, how should I approch to this protest of the citation.
