Legal Question in Traffic Law in California

visiting hollywood (I'm a resident of arizona) and had my car towed for parking on a permit only street. paid the impound fee, retrieved my car, and was informed there is an additional 45.00 ticket fee included in the mix. whilst reading the aforementioned ticket I was instructed that should I care to contest it I "must" write an explanatory letter, include any evidential documentation, and mail it all off to the city that towed my car in the first place. they would make the final determination on whether, or not the ticket is invalidated. no chance to be heard in an actual court with actual judges administrating actual laws. is this practice legal? I may be under the mistaken impression that the citizen had the right to his/her day in court when she/he had the right to confront their accuser. any information would be much appreciated. Thank you in advance.
