Legal Question in Traffic Law in California

Many years ago, while I was in college some friends and I were attending a Grateful Dead concert, while passing through a very small town Quartzite Arizona, my friend was pulled over for speeding. I can't remember how fast she was going but she was driving my car, which was fully insured. We are from California and the vehicle was new and it was financed which requires full coverage auto insurance in order to be registered. My friend received a letter stating the car had no proof of insurance when it was pulled over, this stop occured 14 years ago. My question is hasn't the time limit passed for this? Where would I even begin to find proof of insurance from 14 years ago, the car is long gone now and I really can't remember what kind of insurance I had on it. The letter states the fine is $612.

I guess this is just one of those ineffably weird occurrences that seem to befall Grateful Dead fans. The answer to your question depends on whether the letter is from the court, or from some collection agency. My best guess is that it is from some bottom-feeding collection agency and nothing bad will happen if you compost it. But if the letter is from an Arizona court, please re-submit this question and put down Arizona as your state so that an Arizona lawyer might possibly give you a better answer.
