Is my 81 year old dad legally responsible to pay my mom's medical debt to a collection agency immediately, before probate is settled if they were informed her estate is in probate?

As I stated in answer your prior question, all creditors must file timely claims. The administrator of the estate has the discretion to decide when to pay the bills he has accepted as being valid and not barred by being untimely. It seems that the collection agency is harassing your father; tell them they are in violation of Federal law and they are not to call any more.
