Legal Question in Wills and Trusts in California

With an ABC trust, did the two other than the Survivor's Trust become irrevocable when the first trustor died, or when the Surviving Trustor exercised power of appointment? The sentence in the trust instrument is unclear.

Generally, the B and C trusts become irrevocable upon the death of the first spouse.
