Is there a way to access a (deceased) family members will, if another family member wont allow you to view it?

The custodian of a deceased person's will is required to turn it over to the named Executor, and the Executor (or custodian if there is not named Executor or s/he is not available) is required to lodge the will for safekeeping with the Clerk of Court in the county where the decedent lived.
