annual accounting of minor

Does a trustee legally have to provide an accounting for a minor benificiary to mother\guardian,when trust says it is trustees choice?

Normally, yes, even if the trust waives the requirement.

A trustee has a duty to provide an accounting. If one is not provided, then Court intervention may be necessary.

I've not heard of a trust that excuses the trustee from their fiduciary responsibilities, so I would need to read the terms of the trust to see what is said and how it is said to be able to assess what it is trying to do, as well as what it CAN do.

No, unless Probate Code Section 16062(e) applies to the trustee.
