Beneficary is incompetent

My sister was incompetent and as a beneficary of a trust never received her funds. Her funds were used to help take care of her for over five years. She recently dies. Her daughter, even more incompetent than her mother, wants what funds are left. How do the trust trustees get her declared incompetent so we can take care of her with what is left?
