In California, if the value of a house and car are part of the property listed on papers filed with the court, shouldn't the appraisal be done in person, looking at the inside of the house and property?

Vehicles are usually appraised via Kelly Blue Book, which is as accurate as anything out there. And it's true that the Probate Referees do not typically do a walkthrough of the property. This is aggravating to many people, especially because of the amounts that Probate Referees get to charge (1/10th of 1% of the property, or $1,000 per $100,000 of value).
The executor or administrator probably could get a walkthrough on a real property appraisal if there are extraordinary issues that are brought up with the Probate Referee before the appraisal is conducted.
